The Industrial Training Levy Fund was established to operationalize the National Industrial Training Authority (NITA). The mandate of NITA is to promote the highest standards in the quality and efficiency of Industrial Training. In 2007, the Minister of Labor and Human Resource Development made an order under Legal Notice No.113 of 14 June 2007 requiring that a person who is an employer to be registered with NITA and pay Industrial Training Levy at the rate of Kes 50 per employee per month from July 2007 within 30 days of becoming an employer. The Order provided that all employers are required to file and pay NITA on or before the 9th day of the following month. Failure to pay the training levy attracts a 5% penalty on the amount due.
